The Antimonopoly Committee of Ukraine intends to complete revising the permission to merge the Kyivstar mobile communications operator and the VimpelCom mobile communications operator (Russia) by October, Antimonopoly Committee Chairman Oleksii Kostusev told the press.

Antimonopoly Committee Accusing Russian Altimo Of Provision Incomplete Information In Case Upon Revision Of Permit For Kyivstar And VimpelCom Merger

The Antimonopoly Committee accuses Altimo company, Russia, of provision of incomplete information for requests of committee during the revision of permit for the merger of the Kyivstar mobile communication operator and Russia's VimpelCom mobile communication operator, chairman of Antimonopoly Committee Oleksii Kostusev told the press on August 12. He said that if Altimo does not provide more specific information on requirement of the committee a case will be opened against it. A representative of the Antimonopoly Committee also said that Altimo has not received the information about relations of control with other market operators. She said that Altimo has extra 10 days to provide the Antimonopoly Committee with required information. Earlier, foreign mass media said that in July, Alfa Finance Holdings, which is part of Alfa Group, Russia, along with Altimo, increased minority stockholding in Turkcell company, Turkey, which owns the 55-percent stake in Astelit mobile communication operator, Ukraine. As Ukrainian News earlier reported, the Antimonopoly Committee of Ukraine intends to complete revising the permission to merge the Kyivstar mobile communications operator and the VimpelCom mobile communications operator (Russia) by October. During the investigation the Antimonopoly Committee has obtained fresh information on the matter that may affect the decision-making, he added. Kostusev said in mid July the Antimonopoly Committee might carry out revision in its permission to merge the Kyivstar mobile communications operator and the VimpelCom mobile communications operator by late August. The Antimonopoly Committee suspended its permission for merger of the VimpelCom and the Kyivstar on April 22 after Astelit provided additional reasons to delay the merger. The Antimonopoly Committee approved merger of the Kyivstar and the VimpelCom in March without additional provisions. On October 5, 2009, the Altimo company (Russia) and the Telenor telecommunications company (Norway) agreed to merge Kyivstar and VimpelCom to create a new cellular communications operator, VimpelCom Ltd. (Bermuda islands), to provide integrated cellular communications services in Russia, Ukraine, and other member-countries of the Commonwealth of Independent States, as well as in Georgia, Vietnam, Cambodia, and Laos.
