MTS Introduces Four Mobile-Internet Access Plans

The MTS Ukraine mobile communications operator introduced four mobile-internet access plans on December 16. MTS Ukraine announced this in a statement. In particular, MTS Ukraine introduced the "Internet 20" mobile-internet access plan (which offers 20 megabytes of internet traffic at the cost of UAH 10), the "Internet 100" mobile-internet access plan (100 megabytes of internet traffic at the cost of UAH 35), the "Internet 1000" mobile-internet access plan (1,000 megabytes of internet traffic at the cost of UAH 65), and the "Internet Unlimited" mobile-internet access plan (unlimited internet traffic at the cost of UAH 135). The company provides the mobile-internet access service based on the GPRS/EDGE technology. As Ukrainian News earlier reported, MTS Ukraine introduced the "Internet 5000" and "Night Internet 5000" mobile internet plans in August. MTS reported a net profit of UAH 640.3 million for the year 2009, when its net revenues reduced by UAH 421.5 million or 4.9% to UAH 8,172.7 million compared with 2008.

MTS Introduces Unified Connection Fee Of UAH 0.50 For International Outgoing Calls

The MTS Ukraine mobile communication operator has introduced a unified connection fee of UAH 0.50 for international outgoing calls from December 18. Ukrainian News learned this from a statement by the operator, the wording of which was made available to the agency. The unified connection fee will apply for both contractual subscribers and subscribers to pre-paid services. At present, the service of international calls "Unlimited International" envisages no connection fee. As for the MTS-International service, it envisages a connection fee of UAH 0.33 for international outgoing calls. The prices of one minute of calls within the tariff plans remain unchanged. As Ukrainian News earlier reported, MTS Ukraine finished 2009 with a net profit of UAH 640.3 million. The operator's net revenues shrank by 4.9% or UAH 421.5 million over 2008, to UAH 8,172.7 million.

NCRC To Select Administrator Of MNP

The National Communications Regulation Commission (NCRC) intends to determine before 2011 the company that will administer services allowing subscribers to mobile-telephone services to keep their personal telephone numbers when switching from one mobile-telephone operator to another (MNP - Mobile Number Portability). An informed source disclosed this to Ukrainian News. "It has not yet been announced officially who will administer number portability. The NCRC is presently in the final phase of selecting the administrator. It is a matter of 2-3 weeks," the source said. He did not name the companies seeking to perform this function, but he said that competition for the position was very fierce. As earlier reported, the Astelit cellular mobile telephone company, which provides mobile telephone services under the life:) brand, said in July that it was realistic to begin providing MNP in the first quarter of 2011 on condition of smooth joint work and cooperation between the NCRC, Ukrchastotnahliad (the Ukrainian State Center for Radio Frequencies), and, in particular, mobile communications operators. The MTS Ukraine mobile communications operator has said that it is impossible to introduce this service before July 2011. The parliament voted on July 1 to amend the Law on Telecommunications to grant subscribers to mobile telephone services the right to keep their personal telephone numbers when switching from one mobile-telephone operator to another and directed the NCRC to draft conditions for introduction of MNP within six months.

Number Of Mobile-Telephone Operators’ Subscribers Down By 0.2% To 54.7 Million

In October, the number of subscribers of Ukrainian mobile-telephone operators fell by 0.2% or 0.13 million to 54.74 million. Ukrainian News has learned this from results of a research conducted by iKS-Consulting, a wording of which was made available for the agency. In particular, the combined number of subscribers to the services of Kyivstar and Beeline (Ukrainian Radiosystems and Golden Telecom companies) made up 24.94 million, the number of MTS' subscribers made up 18.23 million, and Astelit company (life:) brand) 9.64 million. The rest of subscribers belong to the biggest telecommunications company Ukrtelecom and three CDMA operators. According to specified data, in September the number of subscribers of Ukrainian mobile-telephone operators made up 54.87 million.

MTS To Introduce New Tariff Zone “CIS” With Reduced Roaming Tariffs

The MTS Ukraine mobile communication operator intends to introduce new tariff zone called "CIS" with lowered roaming tariffs in January 2011, the Antimonopoly Committee said. In particular, the new tariff roaming zone for contract subscribers is to be introduced on January 10 and for prepaid clients it will be introduced on January 15. The company said that the introduction of the new zone would lead to reduction in roaming tariffs of on average 58% in CIS countries and Georgia. As Ukrainian News earlier reported, in July, the Antimonopoly Committee launched investigation into case upon roaming tariffs of mobile operators and in September, it recommended them brining those tariffs to economically justified level.

MTS Offers “1000 Minutes Within MTS” Service

The MTS Ukraine mobile communications operator has introduced a "1000 minutes within MTS" service for Super tariff subscribers as of December 3, the operator announces. The subscribers are offered 1,000 minutes of talks at 0 kopeck/minute within MTS network without connection fee. Service fee is UAH 5/month. The Super tariff range includes 8 tariff plans. As Ukrainian News reported, MTS yielded a net profit of UAH 640.3 million with a net income being down by 4.9% or UAH 421.5 million to UAH 8,172.7 million in 2009 compared with 2008.

MTS Introduces “Call Me Back To Roaming”

On December 1, the MTS Ukraine mobile communication operator introduced the Call Me Back To Roaming service, the operator said. The service allows the subscribers in roaming to accept calls at expense of the calling person. The cost of a call for the calling person would be UAH 14.5 per minute. The call for a subscriber in roaming will be free. To use the service, a subscriber in roaming would have to send a request to *105* then an MTS number in national format #. A subscriber in Ukraine would have to dial number in special format 333050ххххххх, where 333 — is a special code of the service. As Ukrainian News earlier reported, in September, the number of subscribers to the mobile communications services of MTS Ukraine company rose by 0.9% or 0.16 million people to 18.15 million, comparing with August. The number of subscribers increased by 2.1% or 0.37 million compared to September 2009. MTS finished 2009 with a net profit of UAH 640.3 million. In 2009, the operator decreased its net revenues by 4.9% or UAH 421.5 million, comparing with 2008, to UAH 8,172.7 million. Mobile Telesystems (MTS) of Russia owns 100% of the shares in MTS Ukraine.

Number Of Mobile-Telephone Operators’ Subscribers In Ukraine Up By 0.5% To 56.6 Million

In September, the number of subscribers of Ukrainian mobile-telephone operators rose by 0.5% or 0.3 million to 56.64 million.
