The State Committee for Regulatory Policy and Entrepreneurship provided no consent for draft government resolution on approval of rules of provision and reception of telecommunication services, worked out by the National Communications Regulatory Commission, reads a statement made by the Entrepreneurship Committee.
On November 15, the Committee received remarks and propositions from the telecom operator Kyivstar, concerning the devised rules.
Apart from this, at a sitting on the Ukrainian Union of Industrialists and Entrepreneurs’ commission for science and technologies on November 19 they set plenty of remarks from the publicity, that regard the drawbacks of the worked-out rules, and also possible consequences of the state regulation of the telecom sector by the Communications Commission.
Taking into account all this, the Committee suggested that the Communications Commission give an extended term for discussion of the relevant draft resolution and consider a possibility of forming a workgroup for this issue, which will include representatives of the telecom market players.
The State Entrepreneurship Committee notes, that the failure to give assent for this draft resolution is strictly a technical question, as in keeping with the law on the principles of state regulatory policy in the sphere of economic activity it has no right to reconcile draft regulatory acts if any remarks to its content and propositions from physical and legal entities or their unions.
The Committee adds, it will voice its position pertaining the content of the rules of provision of telecom services after the National Communications Regulatory Commission studies Kyivstar’s remarks.
