The tender for 3G (UMTS) licenses, scheduled for November 30, will not take place due to Presidential decree “On the suspension of the Order by the Cabinet of Ministers of Ukraine as of September 16, 2009″. The decree is issued today by the President of Ukraine Viktor Yushchenko.
In his decree Viktor Yushchenko noted that the Cabinet of Ministers in its decision violated several articles of the Constitution of Ukraine. However, the major reason is the strong opposition by the Ukrainian military that try to get their piece of financial pie resulted in their pressure on the President.
So, Viktor Yushchenko gave up, protecting the “special users” interests.
“The implementation provided by decree of the Cabinet of Ministers of Ukraine will reduce the level of defense potential of Ukraine, posing the threat to national interests and national security”, the Presidential decree said.
As previously reported, at the auction on November 30 there was planned to trade a license to work in the frequency band of 25 MHz (UMTS). Starting price of the lot was set at 400 mln UAH.
