The National Commission for Regulating Communications has overturned the decision on licensing the Astelit cellular mobile telephone company, which provides mobile telephone services under the life:) brand name, to render local fixed telephony services in six regions until 2015 because of a lack of bills proving payment of licence fee.
The commission states this in decision No 240 of June 3.
Under clause 3 of Article 48 of the Law on Telecommunications, if an applicant fails to submit bills proving payment of licence fee or fails to apply to the Commission to obtain the issued licence within 30 calendar days since the licence documents have been sent, the National Commission for Regulating Communications shall overrule the decision on licence issue or recognize it as null-and-void.
Thus, the National Commission for Regulating Communications has overturned its decision of February 4 on licensing Astelit to serve up to 10,000 local fixed telephony numbers in Zhytomyr, Chernihiv, Mykolaiv, Cherkasy, Vinnytsia and Lviv regions.
Astelit posted a loss of USD 3.6 million for January — March, 2010 In 2009 it sustained a loss of USD 111.8 million, while its net revenue was down USD 87.6 million or 19.9% to USD 351.1 million compared with 2008.
The Turkcell company (Turkey) owns 54.8% of the shares in Astelit while the System Capital Management corporation (Donetsk) owns 45.2%.
