Antitrust agency to decide on review of Kyivstar and VimpelCom merger within one month

Ukraine’s Antimonopoly Committee (AMC) will decide within a month on whether the merger of Russia’s OAO VimpelCom and Ukraine’s CJSC Kyivstar GSM into Vimpelcom Ltd. Holding is in line with Ukraine’s national competition legislation, AMC Chairman Oleksiy Kostusev has said. 

“I don’t see how former Antimonopoly Committee members could give the thumbs-up to the merger,” he said at a briefing in Kyiv on Tuesday.

As previously reported, AMC Chairman Kostusev on April 22, 2010, announced the suspension of a positive decision on the deal between Russia’s Alfa Group and Norway’s Telenor holding on the merger of VimpelCom and Kyivstar.

The case is subject to review, including with due regard to the proposals put forth by Ukrainian mobile operator Astelit LLC (the life:) brand) on the analysis of market revenues and the distribution of radiofrequency bands. Until the review, the participants in the deals are not to carry out any merger-related activities.
