The Antimonopoly Committee of Ukraine (AMCU) deems economically unjustified the roaming rates charged by communications operators, acting chairman of the committee Yurii Kravchenko has announced during a panel discussion at the committee, devoted to roaming rates.
This position of the Antimonopoly Committee of Ukraine is based on an investigation launched in July 2010,
“The rates of services of international roaming [charged by Ukrainian operators] are higher than the rates for these services in the European Union. Certain mobile operators charge more for calls between operators in some directions than the cost of international services of mobile communications on the same directions,” said Larysa Sotnik, deputy head of the investigation department of AMCU, announced in her report during a roundtable.
In particular, the Antimonopoly Committee of Ukraine has established that the highest roaming rates are charged by the Beeline operator (in particular, the cost of one minute of talk of outgoing calls of Ukrainian Radiosystems is UAH 25.8, and of Golden Telecom UAH 34.16).
The Antimonopoly Committee of Ukraine has also established that all Ukrainian mobile operators set the same rates for countries of the same tariff group, while the prime cost of services can be different.
In his words, the committee will soon pass a decision on recommendations to mobile operators to readjust their roaming tariffs to the economically justified level.
Kravchenko says the committee will give operators time to fulfill the recommendations until the end of 2010.
